There is a major housing shortage in the Netherlands. The government’s solution: build one million new homes. The focus so far has been on new houses, new neighbourhoods, or even entirely new towns. Yet new construction takes time, harms the climate, and delivers few truly affordable homes.

This exhibition demonstrates how Rotterdam can create 100,000 additional homes through innovative strategies. In the neighbourhoods of Oude Westen and Middelland, we explore where new housing can fit: between and atop existing buildings, and through subdivision and shared living. The area also contains vacant homes and shops that can be brought back into use. Here, all the possibilities are presented side by side. Through drawings, models and personal stories, the exhibition reveals how new living space can be integrated into the city.

The nine strategies accelerate the creation of suitable, affordable housing. They work within existing neighbourhood structures and serve both current and future residents. These strategies support housing for young people, seniors, shared households and multi-generational living. The examples demonstrate how these approaches enhance neighbourhoods by adding green space, improving social safety and creating shared community facilities. Moreover, these approaches are highly sustainable: they reduce CO₂ emissions 79% compared to conventional new-build developments.

We also invite you to share your own ideas and stories. Much of this potential living space lies hidden behind façades, on rooftops and around courtyards. By uncovering this hidden space, we can actively shape the future of the city and its residents together.
